The BEE was set up by the Government of India under the Ministry of Power in 2002, under the Energy Conservation Act, 2001. BEE’s mission is to ‘institutionalize’ energy efficiency services; that is, to enable delivery mechanisms and provide leadership for energy efficiency in different sectors of the economy. The Climate Change and Development Division (CCD) is a part of Embassy of Switzerland, New Delhi. It works under the Swiss Ministry of Foreign Affairs. The emphasis of CCD is on innovation, dialogue, capacity building and cooperation in climate change and energy. Its climate change programme focuses on improving energy efficiency in MSME sector by capitalizing its long engagement in this sector to replicate and scale up experiences of energy efficient technology development and diffusion. The Ministry of Micro, Small, and Medium Enterprises (MoMSME) is the nodal ministry of the Government of India for the implementation of the Micro, Small, and Medium Enterprises Development Act, 2006, a legislation that seeks to facilitate the development of MSMEs and enhance their competitiveness through the development of specific schemes and programmes. The MoMSME implements a number of schemes for MSME development through the office of the Development Commissioner, MSME (DC-MSME). Here are a few examples.
- The Credit Linked Capital Subsidy Scheme, which aims to facilitate technology upgradation of MSMEs by providing capital subsidy on institutional finance availed for induction of well-established and improved technologies.
- The National Manufacturing Competitiveness Programme (NMCP), which supports MSMEs in their endeavour to become competitive through schemes such as the promotion of information and communication technology (ICT), mini tool rooms, design clinics, and marketing support.
- The Micro and Small Enterprises Cluster Development Programme (MSE-CDP), which aims at the holistic development of selected MSME clusters through value chain and supply chain management on cooperative basis.
